Laws of the Game – SABR Modifications 2024-2025

The SABR Board has approved the following modifications for youth soccer:

Slide Tackling: Allowed if no foul is committed.

Substitutes: Must be on the halfway line and receive referee permission. Substitutes allowed on throw-ins, goal kicks, after a goal, after halftime, after full time if there is overtime, water breaks, or injuries. Teams cannot substitute on corner kicks, penalty kicks, or free kicks.

Injuries: Unlimited substitutions allowed. If a player cannot continue, notify the Director of Referees with injury details.

Yellow Cards: Player must leave the field, can be substituted but must stay off until the next opportunity.

Red Cards: Player must leave the field, no substitution allowed. Report to the appropriate contact.

Water Breaks: Must be given mid-half. In recreational games, any team can substitute during breaks. No coaching allowed. Time is not added.

Goal Sizes: Ensure correct sizes for each age group:

U15 to U19: 8′ x 24′

U11 & U12: 7′ x 21′

U9 & U10: 6′ x 12′

Travel U9 & U10: 6′ x 18′

Game Rules: Refer to SABR Handbook for details on game length, ball size, offside, and free kicks. Specific rules for each age group are listed in the handbook.

For travel games, confirm modifications with other referees or coaches.
